In April 2026, a man was arrested and charged with cyberstalking following a targeted campaign of online harassment against a Whitpain Township police officer and a town official. The suspect, Scott Testa, allegedly utilized AI-generated imagery to defame these individuals, pairing the altered photos with public disclosures of their personal information and home addresses.

What happened

The conflict originated from long-standing disputes between Testa and the township regarding property code violations and a 2024 break-in at one of his rental properties. Following failed legal actions and unsuccessful counterclaims against local officials, Testa allegedly escalated his activities through digital channels.

On April 28, 2026, Testa reportedly posted an AI-altered image on Reddit depicting a former Whitpain Township officer wearing a KKK robe. The post falsely claimed the officer had been fired and was the subject of federal civil rights lawsuits. Testa expanded this harassment by emailing over 50 staff members at the officer’s new place of employment to reiterate the false allegations. Furthermore, he is accused of posting images of a township official and his family members digitally superimposed into KKK robes.

Beyond the use of AI imagery, the indictment states that Testa engaged in doxing by posting the home addresses and names of the officer's children online. He accompanied these posts with threatening messages, including phrases such as “We are watching you” and “We are coming.” Testa also created posts featuring the officer’s colleagues alongside fake, racist quotes attributed to them. Following his arrest, a judge ordered Testa to remain in federal custody pending trial.
