Meta’s independent Oversight Board has issued a binding ruling requiring the removal of two AI-generated deepfake videos from Facebook that targeted women. This decision, which overturns the company's initial refusal to take down the content, marks a significant shift in how the platform manages synthetic media under its hateful conduct policies.

What happened

The Oversight Board intervened after Meta initially permitted the content to remain online, arguing that the videos did not interfere with electoral processes or violate specific partner flags. One of the flagged cases involved a high-profile deepfake depicting a UK local politician making fabricated and inflammatory comments regarding refugees. Upon review, the board determined that the video attributed criminal behavior to a protected group, thereby violating rules against hate speech while also failing to include mandatory AI transparency labels.

The board characterized Meta’s existing protective measures as fundamentally inadequate, noting a troubling pattern of deepfakes used to harass and silence women in public life. In response, the board issued nine policy recommendations, urging the platform to implement automated removal systems, enforce mandatory warning screens, demonetize repeat offenders, and algorithmically demote high-risk manipulated media. Meta has confirmed it will comply with the removal orders within seven days and is required to provide a formal response to the broader policy recommendations within 60 days.
