In November 2025, a Facebook user uploaded an AI-generated video featuring a Scottish Labour Party councillor. The clip depicted the politician making inflammatory comments regarding refugees that she never actually uttered, leading to a binding Oversight Board ruling that the content violated platform policies.

What happened

The incident involved a sophisticated fabrication where the councillor's likeness was used to attribute false, inflammatory views to her. The Oversight Board noted that the audio was not fully synchronized with the councillor’s facial movements, serving as a technical indicator of the manipulation. The video was hosted in an album alongside a photograph of several women at an anti-far-right protest and garnered over 5,000 views.

Initially, Meta’s automated systems failed to flag the content for human review, and the councillor’s own reports were unsuccessful. Meta maintained that the video did not violate its rules, characterizing it as satire with low engagement that did not require an AI label. However, the Oversight Board overturned this decision, ruling that the content breached Meta’s hateful conduct policies by alleging serious criminality and predatory behavior against refugees as a group. The Board further concluded that the video should have been marked with a “High Risk AI” label. As a result, the Board issued six recommendations, urging Meta to implement more robust policies, including lowering the threshold for “high risk” labels beyond election or crisis periods and introducing click-through screens for AI-generated content.
