In November 2025, a fabricated video depicting Dundee Labour councillor Dorothy McHugh making offensive comments about refugees was posted to Facebook. While McHugh considered herself a resilient person, the incident left her deeply shaken as the synthetic footage utilized her own likeness and voice to attribute inflammatory statements to her that she had never made. The video, which viewed over 5,000 times, prompted significant public abuse, including comments directed at the 77-year-old councillor that she described as appalling.
What happened
The attack involved a sophisticated deepfake that synchronized McHugh’s facial movements with a cloned voice, creating a convincing illusion that would not have been immediately obvious to most viewers. Despite initial reports from McHugh and others under Meta’s bullying and harassment rules, the platform’s automated systems failed to prioritize the content for human review, and the video remained online after multiple appeals.
Meta’s Oversight Board eventually intervened, ruling on September 17, 2025, that the content should be removed. Crucially, the Board ordered the removal based on Meta’s Hateful Conduct rules rather than the fabrication itself. The Board noted that while there were subtle signs of synthetic manipulation, such as imperfect synchronization, the content posed a significant risk by deceiving the public about an elected official's views.
Although the Oversight Board criticized Meta’s high threshold for applying "High Risk AI" labels and recommended broader penalties for deceptive content, these policy suggestions remain non-binding. McHugh highlighted that the ruling failed to address the core issue of synthetic media being used to attribute false words to individuals, noting that the platform's current moderation system leaves politicians and private citizens vulnerable. She expressed concern that the incident represents a broader threat to democracy, emphasizing that the public can no longer trust what they see online.
