Following a 7.8-magnitude earthquake in the southern Philippines on June 8, 2026, social media posts falsely claimed that a group of construction workers in General Santos perished in the tremor. Authorities confirmed that no such mass-casualty incident involving construction workers occurred in the city, debunking the viral narrative that circulated alongside misleading imagery.
What happened
The misinformation campaign relied on two distinct visual elements to fabricate the tragedy. The first was an AI-generated image depicting construction workers, which featured telltale signs of synthetic manipulation, including distorted fingers, repetitive facial features, and incoherent text on background signage. OpenAI’s image verification tool subsequently confirmed the image was AI-generated. The original, unedited version of this image had been posted to Facebook on June 2, days before the earthquake occurred.
The second image used to support the false claim was a photograph of a collapsed nine-storey building. Reverse image searches revealed this photo was actually taken in Angeles City, located north of Manila, following a structural failure on May 24—two weeks prior to the earthquake. The Angeles City collapse was a separate, documented incident unrelated to the seismic activity in Mindanao.
Civil defense officials in General Santos clarified that while the June 8 earthquake caused significant damage and casualties in the region, the specific reports regarding construction worker fatalities were entirely fabricated. The incident highlights the growing challenge of bad actors repurposing unrelated photos and synthetic media to exploit public anxiety during natural disasters.
