A Tech Transparency Project (TTP) investigation has revealed that scammers are utilizing deepfake videos of prominent U.S. political figures to promote fictitious government stimulus checks and benefit programs on Meta platforms. By impersonating individuals such as Donald Trump, Elon Musk, Alexandria Ocasio-Cortez, and Bernie Sanders, these actors aim to deceive vulnerable populations, particularly seniors, into believing they are accessing legitimate Medicare or Social Security benefits.

What happened

The TTP investigation identified 63 distinct scam advertisers who have collectively run over 150,000 political ads on Facebook and Instagram, resulting in $49 million in advertising spend. These scammers frequently appeared among the top political ad spenders on Meta throughout 2025. The ads employ synthetic media and deepfake technology to provide a veneer of legitimacy to fraudulent offers, including fake government spending cards and questionable investment products.

While Meta maintains an authorization process for political advertisers intended to verify authenticity, the TTP findings indicate that the platform approved these scam accounts and allowed them to run deceptive content for extended periods. In some instances, these ads remained active for weeks, generating over $1 million in spending before being disabled. Despite Meta's stated commitment to scam prevention and rigorous enforcement of advertising policies, the platform has faced criticism for failing to effectively filter these fraudulent campaigns. Meta has declined to comment on the specific findings or its system for vetting political advertisers, citing the constant evolution of scam tactics used to evade detection.
