The Social Security Administration (SSA) is currently addressing a rise in fraud schemes that leverage deepfake technology to impersonate individuals and manipulate sensitive account data. These sophisticated attacks represent a growing challenge for federal agencies as they navigate an evolving landscape of AI-enabled threats.

What happened

SSA investigators have identified specific instances where criminals utilized deepfake technology to realistically reproduce a person’s voice and likeness. These tools are being employed to deceive the agency by attempting to alter direct-deposit information. In some of these fraudulent schemes, attackers have invoked the names of real employees to increase the appearance of authenticity and successfully pose as trusted individuals or organizations.

In response to these threats, the SSA is taking proactive steps to secure its operations. The agency’s Office of Inspector General (OIG) is currently developing governance policies and specialized training for staff and investigators to better identify and counter AI-driven fraud. Furthermore, the SSA is training supervisors who interact with AI systems in any capacity. The agency is also collaborating with federal partners, including the Justice Department’s National Crime Defense Center and the National Anti-Fraud Committee, to share intelligence and coordinate efforts to prevent fraudulent payments before they are distributed.
