In April 2026, social media posts circulated in the Philippines featuring AI-generated visuals that falsely portrayed poor households receiving free electricity and air conditioning units, allegedly funded by higher electricity charges for other consumers. The posts appeared as Filipinos voiced concerns about increasing power bills.

What happened

The posts, shared on platforms like TikTok and Instagram, targeted the Pantawid Pamilyang Pilipino Program (4Ps), a poverty reduction scheme. One video showed an air conditioning unit in what appeared to be a poor dwelling. The accompanying text claimed 4Ps members received free electricity at the expense of other consumers. A similar image depicted individuals holding new air conditioning units, supposedly provided free by the government. Analysis revealed that the visuals were AI-generated. The video contained a watermark from Google's Gemini AI model, and Google's SynthID Detector confirmed its AI origin with a "very high" degree of confidence. The image displayed typical AI-generated errors, such as facial inconsistencies and unusual finger distortions. The 4Ps logo on a banner in the image was also incorrect. The social welfare agency refuted the claims, stating they were false and intended to spread misinformation. The posts coincided with public complaints about rising electricity costs and "other charges" on bills, some of which subsidize the power bills of low-income households.
