The Philippine Senate impeachment court has instituted rigorous new security protocols for witnesses following the circulation of a viral AI-generated image that falsely implicated a testifier in misconduct. The incident has prompted officials to tighten courtroom defenses against the growing threat of digital misinformation and external coaching during high-profile proceedings.

What happened

On August 25, 2026, Office of the Vice President Assistant Secretary Lemuel Ortonio appeared before the Senate impeachment court as a prosecution witness regarding the OVP’s use of confidential funds. Shortly after his testimony, a manipulated image began circulating online, falsely suggesting that Ortonio was wearing an earpiece to receive prompts while on the stand. Presiding Officer Francis “Chiz” Escudero later clarified that the image was AI-generated and that the visual anomaly was actually a front-fold helix ear piercing.

In response to the deception, the court implemented a new directive requiring the surrender of all communication-capable devices, including cellphones, smartwatches, smart glasses, and headsets, before witnesses take the stand. Witnesses must now provide an express commitment to follow court rules, which strictly prohibit receiving coaching, signals, or messages from any source inside or outside the courtroom. These restrictions remain in effect throughout the duration of the witness's involvement, including recesses, until they are formally discharged by the court. Court personnel are now tasked with explaining these rules to every witness and securing confirmation that the restrictions are understood. The court has signaled that any future violations will be addressed through its formal disciplinary powers to protect the integrity of the impeachment process.
